I'm guessing ever, because Iowa only has 11 total wins against PSU, of which 7 have come in the last 10 years or so. I don't know when the others were, but I'll play the percentages and say that they weren't all earned (or at least 3 of the 4) by the same QB.
Since PSU was independent prior to 199-(something) and I'm not familiar with their pre-199- schedule, I looked at possibilities within the B10. The only one I could come up with was Chad Henne. Researching it, it looks like Henne's Michigan team beat PSU 3 times, but one of them was with Ryan Mallett at the controls because Henne was dinged up. So while Henne beat PSU three times, he was only the starting QB for two of those games.
