100 days ago, I would have said such an order is an unconstitutional violation of the Privileges and Immunities Clause, however, The Germ has suspended the Constitution unless you want to protest. I think Hawaii has arrested people for violating their order. My area had an influx of people from NY and NJ when The Germ hit as evidenced by license plates. We had an order for everyone from NY, CT and NJ to self quarantine, but I didn't hear of any actual action taken on it.I heard at lunch on CNBC certain states are stating anyone coming from high case states need to quarantine for 14 days when they come into their state. Not sure how that would ever be enforced, but just shows what this could be up against as well.
I don't know how the governor of Iowa would react if Ohio had a major flare up of The Germ, but Governor McMaster in SC would definitely waive that if Clemson needed it waived so they could crush some hapless bastards like Boston College or Syracuse and there was a massive flareup in Mass or NY.
