I hope Pryor gets what he deserves

According to that article, his application will likely be accepted, unless it's ruled that he would have been eligible for any portion of the 2011 season. If he would have been ruled ineligible for the entire season, then it's very likely he'll be accepted, since that's what the supplemental draft is for.

Also the supplemental draft must be held 10 days before training camp and since they start this weekend, no draft at least that's what the ticker in ESPN said.

The article was pretty clear that he is unlikely to be accepted into the supplemental draft.

The NCAA ruled him eligible as did fOSU. He signed a non-binding agreement that acknowledged the fact that he would be considered eligible. The NCAA doesn't appear to be placing any additional pressure on fOSU at this time so additional sanctions aren't imminent. I doubt the NCAA will take a stance that he would have been declared ineligible after the fact since its a waste of time on their part.

Basically the NCAA would have had to make a decision last week on his eligibility since the draft must take place prior to training camp opening. The NFL may grant a waiver due to the lockout but that's a lot of hoops to jump through for a mid-rounder don't you think?

The kid is boned as he should be.
