The tournament committee chooses all officials and assigns them to games. Each conference gives the committee a list of

Officials have to have worked a minimum of 25 D-1 games that season. Doesn’t have to be conference games, just D-1

Each conference is guaranteed at least one official working a tournament game. Each conference commissioner gives the committee a list of qualifying officials ranked in order from best to worst to choose from. Those conferences would rank their list based on evaluations.

There’s a total of 32 3-person crews plus alternates.

It’s really no different than say a HS state tournament. In Iowa officials put their names in and get nominated, and the state picks who they feel are the best refs. The best crews get the more important games as the tourney goes on (semifinals, finals, etc.) Same thing for football, baseball, softball.

Surprisingly, the NCAA has information on how they do 99% of what they do on their website. The other 1% just happens to be what people actually want to know.
