Seriously ... it's in Iran; they can accept or turn away anyone the want. What's the big deal? Every legit country, organization, school, whatever, can establish their own admission rules and enforce any degree of exclusivity they wish. In fact, they do it all day, every day and people barely notice and / or simply accept it and move on, let alone, raise a ruckus.
