No, there are 37 at large bids given out and 31 automatic qualifiers. Of those automatic qualifiers not all of those teams would have gotten a bid had they not won their conference tournament. This year a quick scan through the list of automatic qualifiers I counted 19 teams that would not have made the field of 68 had they not won their conference tournament. So IMO, a team that wins the NIT basically proves they are one of the top 50 teams in the country. You cannot tell me that a team like Liberty or even a team like Akron would emerge as the NIT champion if they would not have made the NCAA tournament, Liberty would not have made any of the post season tournaments.

If the NCAA did their selection process by making all 68 teams an at large and did not give any automatic bids to conference tournament champs then you could say the NIT champ was the 69th best team.
