Goals of Offense

Can someone with some insight into the offensive sets that we run explain to me what we are trying to accomplish?

I admit that I know very little about basketball offenses, but in watching the Hawks, I see very little movement without the basketball. It really bothers me when we simply run the hand-off weave at the top of the key for 15-20 seconds of the shot clock and then attempt to have the guard with the ball draw a defender near the perimeter and dish off for a three point attempt with 3 seconds remaining. I never see the wing on the opposite side cut through the lane looking for the ball, nor picks being set away from the ball.

This movement without the ball bothered me during the Alford era too, so I guess it may just be my lack of basketball knowledge.

Any thoughtful insights would be appreciated.
