Personnel files aren't "part of his application." Prospective employers don't get personnel files provided to them from previous employers. I know you last worked a job in 1938, but in modern times you apply for a job by providing a resume, filling out an application, undergoing a background check depending on the job, and interviewing. Almost all previous employers when called for a reference will only say, "Yes, so and so worked here from this date until this date," and that's it due to liability issues and not wanting to be sued.
This isn't someone applying for a job at the FBI requiring top secret clearance, Martha. We're talking about a football coach here.
