Iowa is the only offer he reported. I get the impression that it was the only offer he wanted, so it was the only one he sought to receive.

He may have played TE if the other QB wasn't hurt AND beat him out but sounds like QB was his first choice. I could see him switching this year. He was a drop back QB and the backup was a running QB. I'd guess the CF coaches will mix it up some but they obviously need to do what's best for the Tigers, not the Hawkeyes.
Boettger said the Iowa coaches project him as a tight end even though he hasn’t played that position since his freshman year.

he didn't have any offers and I'm pretty shocked he got one from Iowa. I'm sure he is too

You have a kid who is off the radar of other programs at a position where Iowa projects him to have worth. Someone has to offer first
Given Iowa's track record of tight ends and development, I don't see why anyone would be remotely concerned.
