Ramp 2 (the ramp between the UIHC and Kinnick) was tore down after football season. As previous posters have written, parking for the UICH (UI Children's Hospital) will be underneath/ground of the new building.
I like the idea of a skybox viewing on top of the pavilion... but doubt the hospital muckity mucks would have included/approved that idea.

Actually, the top 2 floors facing the stadium will be lux skyboxes. All but one have already been sold. Separate elevators and everything.
Those have the best view of the new scoreboard too!
