Tier 4 (19): Iowa, Nebraska, Missouri, Arkansas, SMU, Louisville, Virginia Tech, North Carolina, Pitt, Baylor, BYU, Kansas State, Colorado, Cincinnati, UCF, Texas Tech, West Virginia, Oklahoma State, Washington State.

Iowa in Tier 4 seems about right, although aspirationally I think we could be a Tier 3 team.

But, some of Mandel's Tier 3 teams should NOT be above Iowa:

Tier 3 (10): I’m converting this to “every three to five years,” because five is a long time: Ole Miss, Texas A&M, Auburn, Tennessee, Washington, Wisconsin, Michigan State, TCU, Utah, Boise State.

I can't see the original list of tiers but Tier 4 is way too low to me. Iowa typically ranks #21 on most FBS rankings when ranked various settings. 21st in attendance. 21st in endowment. 21st in historical rankings, etc

This makes Iowa a Tier 2 school but I would 12-16 teams in each tier.
