I think you're looking too deep on this. It's not about culture and persona as much as it's about perceived low risk. Culture and persona are components of that to be sure but I think perceived risk aversion is the overriding factor.

Emphasis on. "perceived" cuz it's usually a load of crisp.

I agree with your post. I just think he stereotypes certain kinds of people as high risk players even though they may not be.
