No, it's not.
Look at his career. He's a .500 pitcher sporting a 4.68 ERA. He's thrown over 1,200 innings at the Major League level, and walks very few guys per 9 IP (1.7 per nine in his career).
There would be a lot of teams that would like that type of production out of their 5 guy, the Cubs included.
Well this is why you can't just look at his career numbers, you need to look a little closer.
From 2002-'05 Silva was a good four even a solid third option.
31-17 3.91 ERA 113 ERA+
From that point on, including last season he is:
39-53 5.37 ERA 79.4 ERA+
An ERA of 100+ means you're average, a five year ERA+ of 79.4 means you are terrible.
