That's due to the fact that when we had 11 teams the 6 seed played the 11 seed in the opening round and then the 3 and 2 seed before the championship. So they got to play the worst team in the conference in the 1st round and avoided the champion until the tourney final.

Iowa won it from the 6th seed a few years ago. Penn State and Minnesota both finished 2nd from the #6 seed the past 2 years.
