I still dont see the reason why looking down a woman's shirt was so bad. Two things 1.) She appears to be over 18 and B.) She doesnt look very upset about it.

1) He's married or was at one point.
2) He has two kids.
3) He's an alcoholic.
4) He is supposed to be representing the UofI.
5) If this was an isolated incident you might be able to gloss it over.
