Any meaning to missing decals on helmets?

During the spring game I noticed that the second string linebacker #50 and #17 (Jake Hillyard I think) both did not have decals on the side of their helmets. Is there some reason for this or where the equipment guys just short of them here early in the year?
 






Decals are things that cost money are are tough to apply properly. Thus, there is labor involved in putting them on the helmets; just right. Since this is just practice season there is no need to spend money for no reason, because the decals get ripped up from the crashing of helmets, necessitating their replacement on a nearly game-by-game basis (think about the helmet painting scene from "Rudy").

So, in other words it is a waste of money to put decals on the helmets before August 29 2014.
