Yeah, I don't think Texas failed to cover him, because they realized he was ineligible...... Whether SC was or wasn't 'on' the LOS was very close either way...and you are correct, that SC put himself too close to the LOS -- leaving it to the ref's judgement as to whether he was declaring...
