I take it as a sign that they plan to open up the offense more and play more aggressively. Very wierd situation and don't think I've ever seen something like it, but the optimistic side of me thinks it's a prelude to at least more offense. We'll see how it goes.

That's a call that could go either way and is rarely called OPI. You could easily argue the DB initiated contact and impeded the WR from running a route. I can see the arguement for OPI when this play is against you, but agree with the non-call for the most part.

Any mobile QB can absolutely make this line look better. Fewer sacks/negative plays, a few scrambles for positive yards and passes completed on the move. All things a mobile QB can and would do better which would make the line's deficiencies less glaring.

I thought Jacobs original injury was to his leg, but could be wrong.
