I haven't put any "blame" on any one person.
Trainers could color the situation.
MG could want to ignore the facts as presented and play anyway.
Fran could be given not-quite-accurate feedback and make a decision based on that.
Lots of things.
I don't know who makes the final decison on playing or not due to injury. Mostly likely Fran.
IMO, if the foot is questionable at all, time to shelve it and let it heal.

I'm no doctor but if Gesell can play on that foot without doing more damage, then play him. Otherwise, I'd sit him.
I'd rather sacrifice a little bit now so that he could be healthy and productive over the summer, and come back a better player next season. If that turns into a fracture, I can't imagine him playing a whole lot of basketball for a while.
Not worth the risk for a couple of NIT games if you ask me. Unless the doctors give him the green light.
