Would this be a legal punt play in college?

For those who know the NCAA rules, would this be a legal play? A Canadian high school team, receiving a punt, quickly kicked it back over the other team, sending five onside players to pick up the ball. The result was a touchdown.

I'm guessing since the ball hadn't been downed or the original play whistled dead, the ball is still live. A forward pass could not be attempted because that can only occur on a play from scrimmage. But this is interesting.
