1000%. For whatever reasons the powers that be hate not having control and they want to be able to limit what can be made. But once you do that they'll always be those that work around that. The whole premise of NIL is that it's limitless. The market dictates what ones value is. So sure schools can set set their own limits but the world is their oyster and anything goes for anyone to want to get in bed with anyone outside of that financially.
