Why not have 2 protected rivalry games in 2015?

I'm not sure if this has been posted, and I'm sorry if it has, but when the conference goes to a 9 game season in 2015...why not have 2 protected rivalry games?

If we go with the final division alignment that Jon is predicting:
Division A
OSU
PSU
MINN
WISC
IU
PU
Division B
IOWA
MICH
MSU
NEB
NW
ILL

Then why can't we have Iowa play MINN and WISC every year. Iowa would play all 5 Division B teams, MINN and WISC every year, and then rotate any combo of OSU/PSU/IU/PU every 2 years. We could then play OSU/PU in '15 and '16 (home and home) and then play PSU/IU in '17 and '18 (home and home) and rotate after that. This is basically what we are doing now anyways. Why wouldn't this work. Maybe I'm missing something?
 
I can see this happening especially if ND comes. They will want to protect MSU, Purdue and Michigan. With 2 protected rivalries, you can put ND in either division.
