Why did Campbell call TO?

This was the final nail in the ISU coffin, and I have no idea why it happened. Iowa has second and goal from the 5, but Stanley looks confused and actually didn't know the snap count. It would have been a false start penalty. Instead, ISU calls time and I have no idea why? Did anyone see anything?
