Nobody wins any tiebreakers, it is just a larger pool of teams for bowls like the Outback and Gator to select from.

Well seeing how all 7 teams probably didn't play each other, the overall records eliminate some then who ever is left it is the highest ranked BCS team. Three or seven teams tied doesn't change the tiebreaker rules and really isn't that hard to weed them out. So it is still only a 2 step process to determine the automatic BCS bid and trip to the Rose Bowl.
