It's clear that Iowa is a much better place to play football than Indiana. Iowa wins a lot more, Iowa has better fan support, Iowa puts more players in the NFL. After watching this game I'd expect him to commit soon.

I think the end of game BS was about getting Nate to 7 TDs to tie the conference and school records.
I'm not so sure the PSU offer is non-commitable. From everything I've read, I would say that Bell is a pretty strong PSU lean right now, with Purdue just behind them. We probably are a fairly distant third as it stands, and, OSU is always lurking in the dark. You never know how Meyer is going to shake out his class.
Now, all of that certainly could change if we upset PSU and beat Purdue, especially with Brents and Britt in his ear, but, right now, I'd say it's a long shot that we land him.
Who knows. Might not be the only thing that comes down to us and Purdue.
They are going to rue that opening night loss to jNW from way back when! They gave that game away just as much as we gave the Wisconsin game away.

It mostly applies to offers by blue-blood programs during dead periods, where the staff is trying to get the recruit to "stand pat" until they have a chance to further evaluate him. If they aren't that impressed with what they see, then it's common practice to tell the recruit, "We may officially offer you if the three guys above you on our board go elsewhere..."
PSU is not full, and I have no doubt they would accept a commitment from Bell in a heartbeat. Bell has expressed his fondness for the PSU coaching staff on several occasions. Reading the tea leaves, he seems to express the most excitement for PSU compared to his other top schools.
