So what would have happened if Pemsl would have been able to play? With the rule of only 2 players per team and only 6 teams, how would they decide who the odd man out was? Just whoever gets picked last I assume?

They had seven teams last year. My guess is they would have found a way to put together another team had Pemsl been able to go. The walk-ons also aren't playing.
