Nope.
It's a tracking device that measures and logs the athlete's vitals and peformance. The company that makes them is GPSports.

I believe it also monitors heart rate. Lots of programs use them. In light of what happened at Maryland I imagine more safety devices will be used to monitor heart rate/safety etc
