The rule changes in recent years have been hit-and-miss. Remember when they started the game clock after a change of possession? Fortunately, they reverted back.

I'd be fine with all of the proposed rule changes. In fact, I'd be all for instituting the NFL rule book completely. Specifically, replay needs to be changed--there are too many stoppages in the college game. The only rule I might keep is the clock stopping after a first down--this distinguishes the college game from the NFL game, and allows for more come from behind victories.
 
I prefer the college one-foot in bounds (for no reason other than "its always been like that") and strongly prefer the down without contact rule. I hate the NFL down-by-contact rule, any rule that creates confusion is not good.
 
I think replay is fine the way it is. Teams get one actual challenge, so it's not like they're calling all the reviews. If an official believes that the wrong call was made, or that it might have been, I'd prefer to see them get it right. They start using it for penalties, and I'll agree with you.

One foot in makes for more spectacular catches. I'm sure the NFL wouldn't mind college switching to both feet though. Makes receivers a little easier to assess (it's relatively easy to get one foot down).

get the call right. If you have the technology in hand to get the call right, then get the call right. As far as the stoppages, most of the time in college today they just go to a TV timeout if the play is under review, so it doesn't end up extending the game as there is a set amount of TV timeouts per game.

I have a major problem with the replay in college football. Since the replays are (mostly) initiated by the booth they should have at least and 80% overturn rate. They review every single close play and this shouldn't be the case, they should only be reviewing plays in which they are almost certain need to be overturned.
