Okay so what rule(s) need added/changed?
1. Coaches need to get a warning for being on the floor while the clock is running then a tech.
2. When bringing up the ball, after the count reaches 5 no saving by the bench. Hate it when a team does everything right and someone yells timeout from the bench, have to give the defense a little edge somewhere. If they do get the timeout the clock doesn't reset so if the 35 is at 31 they still have 6 seconds to get the ball over the line.
3. This ones not really feasible I get it that its too judgemental which is never good but guys falling to the floor constantly for NO reason is wearing thin. You have all seen it and watch the upcoming games..guy drives, jumps, shoots, flops to the floor, not even touched. Same with the three point shooters, guy flashes by, fall down or flail about, get bailed out by stupid ref buying into the oscar performance. Guess the best way to stop this is to stop rewarding them with free throws.

Get rid of the 5 sec closely guarded rule. It lost it's purpose 30 years ago when they instituted the possession clock. It just gives the refs something to distract them from watching for other violations.
 
Couple rules I think need to change:

- The foul call when your team is up by 3 late and you want to prevent the other team from shooting a 3 so you foul them to force them to shoot 2 free throws needs to change. At the very least enforce the NBA under 2 minute rule. Im not a fan of a potentially exciting finish getting ruined by the winning team fouling the other team to prevent them from shooting a 3.

- I think the shot clock needs to come down to 30 seconds from 35.

The NBA is 24 and hell even women's college bball is only 30 seconds. I dont see any reason why a men's college team should need 35 seconds. Further, a lot of teams (Virginia, Northwestern, Wisconsin, etc) try to slow the game completely down by stalling and shortening the game. A 30 second clock would help fix this.

The way to resolve #2 is to NOT reset the 10 second clock when they call timeout. It happened against Iowa several times this year. The shot clock goes to 28 or 27 and there's a bench timeout so as to avoid a 10 second call. I say, keep the clock at that time and make them complete taking the ball up the floor.

One other situation I don't like is when you take the ball out from your own front court baseline and throw it out into the back court to inbound the ball. I'd like to see that called an over-and-back.

Completely agree. I remember how many coaches complained when the 45-second shot clock was first put in play. You'd have thought that someone had taken a hatchet to their arms. 30 seconds is plenty. As you said, the women's game uses a 30 second shot clock - they have for years. When my wife played for DIII Wartburg in the '70s they had a 30 second shot clock. It's about time the men caught up.
