This is crazy and I'm sure it has some teeth to it. The fact that it's coming from Northwestern carries a lot of weight. You'd have to imagine this will be fought tooth and nail by the SEC where oversigning, lax educational standards and year to year schollys are common. Ironically (maybe not a coincidence) that it's beginning in Chicago...

"But then we looked into it and realized it's a myth. Many don't get a true education and their scholarships aren't guaranteed."
