Have your National Tournament first and then take your top sixteen teams from the National Tournament and have your Dual Tournament. I was looking over the "Facts and Statistics" of the 2012 NCAA Division1 Championships and if people think that the Dual Tournament will give the smaller NCAA Division1 schools a chance, they are crazy.

To late. It was passed in favor of a Dual Tournament Championship. Has to be approved by NCAA.
