VB Admin Panel -> VB Options -> VB Options -> User Picture Options -> Avatars Enabled should be set to "Yes."

I'm sure he knows. I just assumed they're disabled because it's less clutter and one less thing to monitor for naughtiness.

He said in another thread that he thought they were enabled, and would look into it. The back end of VB is a complete disaster, and needs a massive face lift. It is basically impossible to find anything you are looking for.

That is exactly how the settings are aligned..and you are right, the vb backend is not noob friendly
