Is KF a r-o-a-d sergeant?

When I was in the military there were some guys who were winding down and looking deeply into the eyes of retirement.
About the only thing you would see would be the bottoms of their boots perched on the desktop.
They were known as r-o-a-d sergeants as in retired on active duty.

If KF were in the military and given his own comments from the presser yesterday would he be considered as one of those?
