I have only looked at Sagarin a few times and they have a lot of metrics. I assume Iowa is this high somewhat based on them playing a near perfect game they would beat many teams. That and the two close loses to two winning teams. But let's get serious, the hawk defense can slow down most teams and keep their scoring low but there are at least 10 teams that we cannot ordinarily keep up with, teams like NDame, clemson, bama, osu, etc. Yeah the hawks have lightning in a bottle once in awhile against those top teams but mostly at kinnick

I have heard that until a team has played 6 games in a season, Sagarin will mix in data from the last half of last season into his rankings.

I figure that's the only explanation why PSU, Mich and Iowa are rated so high.

Just curious but what time frame are we using to judge "ordinarily keeping up with teams like ND, Clemson, Bama, and OSU"? Fair to throw Clemson, Bama and OSU into that group, but I'm not sure about ND. While they've been hot the last 4 years, I'm not sure leading up to the last 4 years they've been what I'd consider an elite program.
