This is more an overall NCAA schools thread since it applies across the board. I don't see why giving a portion to other departments would be a problem. It's a good idea. From article:
Michael Gartner, former president of the Iowa Board of Regents, says why not indeed. Without the university, there would be no bowl games or NCAA basketball appearances or all-Americans or Heisman Trophy candidates.
For years, universities dipped into the general fund to pay at least some of the athletic department bills. Gartner says when athletic departments use the school name and brand to bankroll their programs, they also have a responsibility and an obligation to help advance the true mission of the university.
