Expansion: who decides, and how?

Help me out: who makes the decision on Big Ten expansion? My guess is the university presidents get together and vote? When and where could this happen?

Exactly who is talking to Texas--surely not the university presidents? Big Ten bigwigs?

Does the decision have to be unanimous, a simple majority, or a super-majority? Can one school veto the expansion? Does the University of Chicago have a say as part of the CIC? How did the Penn State addition happen?

Who will decide on the divisions?

How much say does the Big Ten Network and conference bigwigs have in all of this?

My real question is this: who do we have to lobby to get what we want? Who can we complain to if we don't like the result?
