Equipment Question

Are there no standards for football equipment set by the NCAA? I notice that several Northwestern players are wearing pants that don't even cover their knees. I always thought that players were required to wear certain pads, for example knee pads, to take the field. Have these rules changed?

it seems really, really dumb to me to not wear thigh or knee pads from an injury standpoint. but, i've noticed a lot this too.

I think certain positions aren't required, i.e. receivers, but I could be wrong.

For several years I've noticed a lot of players not wearing pads in their pants. Here's an article about the NFL making them mandatory.
