Does ISU still let fans go to their cars at halftime?

Yes. They have to scan your ticket when you leave and enter. i left twice saturday. my buddy has season tickets and goes to a close tailgate spot every halftime to refill the bac.

The reason I ask is this refills the alcohol in many and some of which are the idiots that cant handle it. They have 20 plus minutes to chug down 2 beers or whatever else.
