I think he meant actual conference games in December and not conference teams playing non conference games December.

Up until a few years ago, the Big Ten required conference games be finished the weekend before Thanksgiving.
A few years ago the Big Ten allowed teams to negotiate with each other to move games beyond that date. In fact, Wisconsin tried to get Iowa to move their game back because they had their bye week in the final week of the season and didn't want to be done with their schedule in the 2nd weekend of November. But it didn't happen.
Starting this year, the Big Ten officially changed the dates and games are scheduled through Thanksgiving weekend. They are still open to negotiate schedule changes for the 1st weekend in December. Wisconsin and Illinois agreed to do that with each other for 2011 and 2012.
