Can we put conditions on a release

Can we put conditions on a LOI release such as...

You can't leave Iowa for Iowa State or another Big 10 school?

If so, does Iowa do this?

You can put conditions on release from scholarship for player who is transferring. NOt sure if you can do that for LOI release.
I dont think Iowa has done with Fuller, Brust or Larsen. May have done it in past with other sports/athletes but cant recall any specifics.
