Assuming geography split with UM and Wisc swapping divisions.
1993 Ill vs. OSU or Wisc (tied)
1994 UM vs PSU
1995 NW vs. OSU
1996 NW vs. OSU
1997 UM vs. PSU
1998 UM vs. Wisc.
1999 UM vs. Wisc
2000 UM vs. Purdue
2001 Illini vs. OSU
2002 Iowa vs. OSU
2003 UM vs. OSU
2004 UM vs. Wisc.
2005 UM vs. PSU
2006 UM. vs. OSU
2007 UM vs. OSU
2008 MSU vs. PSU

That is 3 years out of 17. And you blow up the conference rivalries for that? What really stuck out to me was Wisconsin appearing in the Championship game 4 times. You can make the arguement that Wisconsin is the 4th best team and PSU the 5th best over that time period.
