I would have assumed that they always have been. Shows what I know.

They are typically tested about once a year. Actually I think 3 different tests (university, Big Ten, NCAA), but all given at approximately the same time. So you could conceivably be using drugs for almost an entire year and not get caught, assuming you were able to beat the tests during the small window in which they are given.
