In the 3rd quarter of the game today Damond Powell was hit late with contact to the head and shoulder region by Indiana. I believe it was #40 Antonio Allen that made the late hit. It was while Powell was going for the ball and would have been considered a defenseless target. #40 of Indiana came in late and initiated helmet to helmet contact with Powell. This is one in a number of targeting plays was was far more severe than the Lomax play but were not called. How inconsistently this ruled is applied is terrible. It does not do a good job protecting players safety with the way that it is called. The writing of the rule is far to ambiguous and it makes it harder than it should be to overturn rulings on the field. The severity of the penalties for this call are too much for such an inconsistent call situation that seems to be influenced in ways that it should not be. Something should be done about this.

regardless of comparing to any other play, that should have been a flag. The rule was put in place to prevent those exact plays. The play was over, the ball was gone, and then the dude went straight helmet to helmet. It was clearly a penalty.

You guys are right. This kind of thing has happened too many times from the Big Ten officials over the years. I know Barta and Ferentz may have voted against having an eighth official on the field. But thats not a good reason for the referees to hold a grudge, which they so obviously are.

Yeah, thought so also. This was one throw where JR kind of screwed over his WR with a very under thrown ball.

I was unaware that Barta and Ferentz voted against the 8th ref too. That could explain why that was the only game where the clowns had the calls go their way. I might also consider as an alternative to the 8th ref a central review office for calls such as targeting to make it applied more consistently.

Plus it was pass interference on the other DBack who was guarding Powell, two blown calls

The 8th official(C) was the brain child of Walter Anderson the Big 12 supervisor who lives in Sugarland TX and is an NFL official. The main purpose of the C official is to spot the bill. Anderson really pushed this idea. From my understanding talking to local HS officials its a young guy. At least thats what I have been told.
