Why move it a week earlier? Every other major conference plays for another week. Are they just going to give the teams less time off, or shorten the regular season schedule?
Its possible you may be confused. 2016 will be the same week as usual in Indy.
You may be thinking of the 2018 big ten tourney which will be at Madison Square Garden, which will need to be 1 week early because the Big East gets the following week.
Guffus is right. They are moving it a week earlier because of scheduling in NYC. They couldn't get a venue for the following week and desperately wanted the BTT there, so they had to take what they could get.
