I can't see the original list of tiers but Tier 4 is way too low to me. Iowa typically ranks #21 on most FBS rankings when ranked various settings. 21st in attendance. 21st in endowment. 21st in historical rankings, etc This makes Iowa a Tier 2 school but I would 12-16 teams in each tier.
